Samoa is managing a decentralised cooperative project with the city of Recife, Brazil. This project aims to share best practice and bring together experts, institutions and private firms.
The cities of Nantes and Recife both have a long past and recent history of port activities and industry. These two urban centres have undergone a decline in this economic sector. In turn, both Nantes and Recife have, in different ways, banked on innovation, technology, culture and the creative economy as a new vehicle for development. For Nantes, the redevelopment of Île de Nantes is the main driver and symbolic site of this policy. For Recife, the creation and development of Porto Digital, a technology park based mainly on Recife island is the cornerstone of the city’s priority given to the following three sectors: ICT, innovation and creative industries.

Porto Digital: a technology park for regenerating Recife’s historic centre by developing entrepreneurship in the fields of ICT and creative industries.
C.E.S.A.R: a major innovation hub in Brazil. It supports the creation and development of firms, includes a school that awards qualifications recognised by the federal state (CESAR school) and develops projects in open innovation alongside many international firms.
Other stakeholders include the Catholic University of Pernambuco (UNICAP), the Pelópidas Silveira Institute for the City (ICPS), ARIES and INCITI.
This cooperative project is co-funded by the Agence Française de Développement as part of its FICOL financing scheme for French local authorities.
